In the centre's parish union (São Julião, Anunciada, Santa Maria da Graça), 79% of homes predate 1991 — 45% from the 1961-80 wave alone (2021 Census). Old buildings, out-of-square openings and period wood or aluminium frames: cold and damp get in everywhere.

Yes, and better than wood or poorly-treated aluminium. PVC doesn't corrode or rot from the estuary's salt and wind, and it needs almost no maintenance — on the riverside streets it's the difference between repainting frames every few years and forgetting about them.
Essentially yes, because of the opening sizes. Azeitão houses have wide sliding doors and French windows, which call for reinforced profile, properly sized glass and multi-point hardware — one large, badly sealed opening loses more heat than two small windows. Made-to-measure covers both; what changes is what we recommend.
Most of the municipality sits in winter climate zone I1, with a maximum Uw of 2.80 W/m²·°C (Decree-Law 101-D/2020 and Portaria 138-I/2021). But the zone is set by altitude, not by municipality: from about 220 m up, in the Arrábida hills, zone I2 applies and the limit drops to 2.40.
